FERPA
(Know it, Use it, Love it)
What is it? It is the 'Family Educational Rights and Privacy Act'. This is the law that governs who can get your child's educational records, when and how. It also allows for you to ask for them to be amended.
The official Federal Gov't FERPA site can be found here:

Remember: the Connecticut Timelines are different than the Federal Timelines for getting copies or access to review your child's records (also keep in mind - different rules apply for getting copies v. getting access to review)
For a quick peek at the Connecticut rules, go to the 'Parents' Guide to Special Education in Connecticut' (starting at page 12)
